AEA365 | A Tip-a-Day by and for Evaluators

Hello to the young and emerging evaluators (YEEs), and to all partners and friends of EvalYouth! My name is Marie Gervais, and I co-chair EvalYouth, along with Bianca Montrosse-Moorhead and Khalil Bitar. I also serve as vice-president of IOCE. What achievements for EvalYouth since its launch 16 months ago! A strong mobilization of YEE around the world, dynamic working groups with effective leadership of YEE, strategic actions successfully implemented and a very promising future. In addition to the actions already mentioned by EvalYouth Task Force 1, Task Force 2 and Task Force 3 in previous posts, I will be talking today about promising milestones of EvalYouth for 2017.

Milestones Set for 2017  –

EvalYouth will build upon its’ successes, and has set a number of milestones for 2017.  A few are included below:

  • A fruitful contribution of EvalYouth to the EvalPartners 3rd Global Evaluation Forum (GEF) organized by EvalPartners, together with IOCE, UNEG, the Global Parliamentarians Forum for Evaluation, the Kyrgyz M&E Network, and the Eurasian Evaluation Network to be held April 26 to 28, 2017 in Bishkek, Kyrgyzstan. EvalYouth and a YEE delegation will be there! We will review progress of the EvalAgenda 2020, particularly in support of the SDGs, and will map out productive partnerships for the future. An excellent opportunity for EvalYouth to celebrate accomplishments, draw lessons learned, identify good practices, explore fruitful collaborations, raise awareness of responsibilities, and plan for more results in coming years.
  • An effective co-sponsorship of the “youth and emerging evaluators strand” at the 8th AfrEA Conference to be held March 27 to 31 in Kampala, Uganda. A very interesting program for YEE, good opportunities to meet seasoned evaluators, and to delve into the challenges of evaluation in Africa and beyond.
  • Enhanced membership and new partnerships to build the capacity of EvalYouth and its Task Forces to realize their ambitions.
    • A call to the YEE: Become ambassadors for EvalYouth and actively participate in its activities. Engage in your national and regional VOPEs and set up YEE groups. Leverage networking and capacity building opportunities!
    • A call to partners: Are you interested in supporting young or new evaluators who will be tomorrow’s leaders in the field? Join us to create enabling opportunities for and with them!

Hi Colleagues! We are Antonella Guidoccio, Mohamed Rage, and Qudratullah Jahid and we coordinate Task Force 2 charged with developing a mentoring program for Young and Emerging Evaluators (YEEs). We want to share our experience of how to design a mentoring program in a collaborative and inclusive way.

We started by conducting a needs and assets assessment to: a) understand the ways in which organizations that commission and/or use evaluation engage in YEE mentoring; and b) identify YEE mentoring gaps and opportunities for potential solutions.

Hot Tips: Gathering the same type of data across multiple regions is possible, but takes planning.  Below are the steps we implemented, which might be of use to others who are interested in doing surveys in more than one language:

  1. Identify multilingual volunteers, in our case a YEE, who can help translate the survey in 6 languages (English, French, Spanish, Arabic, Russian, and Ukrainian).
  2. Implement a pilot of the survey to assess survey clarity and respondent fatigue.
  3. Partner with VOPEs (Voluntary Organizations for Professional Evaluation) to distribute the survey to their members.
  4. Engage multilingual volunteers, again YEEs in our case, to do the data analysis in the different languages.
  5. Conduct online workshops with Task Force members to discuss the findings in regards to the questions, and draw inferences from results about the design of a mentoring program (our goal).

Lessons Learned: We heard from over 300 individuals across 19 countries.  These individuals had either had a   We are still in the design phase of our program, but some interesting findings have emerged:

  • 90% of respondents characterized the need to have an evaluation mentoring program as a “high” priority;
  • 91% of respondents described unmet mentoring needs of YEEs in their countries;
  • Unmet mentoring needs of YEEs include more support in terms of work and internship opportunities, the opportunity to networking with experts, the need for more training in evaluation design, including report and evaluation proposal formulation; and
  • Overwhelmingly, respondents mentioned that the most appealing format for the mentoring program is an initial face-to-face meeting, with online follow up.

Hello everyone! We are Task Force 1 (TF1) leaders, Rodrigo Luna (Nicaragua), Fazeela Hoosen (South Africa) and Alejandra Lucero (Argentina) and two taskforce members, Corey Smith (USA) and Amal Shanty (Palestine) from the global EvalYouth initiative. The aim of TF1 is to increase the engagement of Young and Emerging Evaluators (YEEs) in Voluntary Organizations for Professional Evaluation (VOPE) governance and activities.

We are from different regions of the world but are working toward a common goal: increasing the inclusion and institutionalization of YEEs in the processes of VOPE governance. We believe that achieving this goal will foster the transfer of knowledge and experiences across generations and encourages YEEs to become future leaders in the evaluation profession. Our first step towards achieving this goal is to understand the contributions that are being made by YEEs as part of the decision-making processes within VOPEs, and what value YEEs can add to VOPE work.

The TF1 has started a mapping exercise on the current status and needs related to YEE involvement in VOPE governance, committees and activities in the different regions of the world. An online survey has been developed in different languages to ensure as many people who are working as part of VOPEs, get the opportunity to share their experiences with us. The results aims to identify the current YEEs already involved in VOPEs and will be used to inform strategies to further enhance YEE involvement in VOPEs.

Lesson Learned:

There is currently no baseline of the number of YEEs that are actively involved in VOPE work in the different countries and regions, and there is a lack of information on formal leadership pathways for YEEs in many VOPEs. This provides a rationale for the need to understand the extent of YEE involvement in VOPE’s governance, committees and activities. Moreover, it will assist in identifying the factors that have supported or hindered YEE involvement and what is needed to encourage YEE involvement in VOPEs.

  • We invite VOPE leaders (current or past board members), those involved in the work of VOPEs, and YEEs to respond to this survey. You can respond in six languages: English, Spanish, Portuguese, French, Arabic, and Russian
  • EvalYouth TF1 holds monthly virtual meetings. So, if you are interested in contributing and being part of this important and exciting work we are doing, we would like to hear from you. Please send us an email to (EvalYouth@gmail.com)
  • Finally, we plan on undertaking a campaign to promote YEE sharing stories and experiences and to obtain the perceptions of VOPE leaders on why it is important to include YEE as part of a VOPE. The results of the survey and additional work of the TF1 will be announced at the next Global Forum in Kyrgyzstan.
